\u5e74\u7206\u53d1\u7684\u79bd\u4ea7\u54c1\u4e89\u7aef\u505a\u51fa\u6700\u7ec8\u88c1\u51b3\u3002\u88c1\u51b3\u5224\u5b9a\u300a2009\u5e74\u7f8e\u56fd\u519c\u4e1a\u3001\u519c\u6751\u53d1\u5c55\u3001\u98df\u54c1\u548c\u836f\u54c1\u7ba1\u7406\u53ca\u76f8\u5173\u673a\u6784\u62e8\u6b3e\u6cd5\u6848\u300b\u7b2c727\u6761\u4e8b\u5b9e\u4e0a\u9650\u5236\u4e86\u4e2d\u56fd\u4ea7\u7684\u9e21\u3001\u706b\u9e21\u548c\u9e2d\u7c7b\u4ea7\u54c1\u8fdb\u5165\u7f8e\u56fd\u5e02\u573a\uff0c\u8fdd\u53cd\u4e86\u4e16\u8d38\u89c4\u5219\u3002\u8be5\u6761\u5185\u5bb9\u5982\u4e0b: \u201c\u636e\u672c\u6cd5\u6848\u6240\u63d0\u4f9b\u7684\u8d44\u91d1\u4e25\u7981\u7528\u4e8e\u5236\u5b9a\u6216\u5b9e\u65bd\u5141\u8bb8\u4ece\u4e2d\u56fd\u5411\u7f8e\u56fd\u51fa\u53e3\u79bd\u4ea7\u54c1\u7684\u89c4\u5219\u3002\u201d<\/p>\n<p style=\"text-align: justify;\">\u4e2d\u56fd\u5546\u52a1\u90e8\u53d1\u8a00\u4eba\u59da\u575a\u8868\u793a\uff0c\u4e2d\u56fd\u5bf9\u4e16\u8d38\u7ec4\u7ec7\u5173\u4e8e\u7f8e\u56fd\u9650\u5236\u4e2d\u56fd\u79bd\u4ea7\u54c1\u8fdb\u53e3\u4e0e\u4e16\u8d38\u89c4\u5219\u4e0d\u7b26\u7684\u6700\u7ec8\u88c1\u51b3\u8868\u793a\u6b22\u8fce\u3002\u5728\u5546\u52a1\u90e8\u7f51\u7ad9\u4e0a\u7684\u4e00\u4efd\u58f0\u660e\u4e2d\uff0c\u59da\u575a\u8868\u793a: \u201c\u4e2d\u56fd\u7684\u79bd\u4ea7\u54c1\u662f\u5b89\u5168\u7684\uff0c\u7f8e\u56fd\u5e94\u5f53\u5bf9\u8fd9\u4e9b\u4ea7\u54c1\u8fdb\u884c\u516c\u5e73\u7684\u8bc4\u4f30\u548c\u68c0\u9a8c\u3002\u201d<\/p>\n<p style=\"text-align: justify;\">\u5728\u81f4\u4e16\u8d38\u7ec4\u7ec7\u4e89\u7aef\u89e3\u51b3\u673a\u6784\u7684\u4e00\u4efd\u58f0\u660e\u4e2d\uff0c\u4e2d\u56fd\u9a7b\u4e16\u8d38\u7ec4\u7ec7\u4ee3\u8868\u56e2\u79f0\uff0c2007 \u5e74\u4ee5\u6765\uff0c\u7f8e\u56fd\u4e8b\u5b9e\u4e0a\u4e00\u76f4\u5728\u9650\u5236\u4ece\u4e2d\u56fd\u8fdb\u53e3\u79bd\u4ea7\u54c1\uff0c\u8fd9\u4ece\u6839\u672c\u4e0a\u8fdd\u53cd\u4e86 WTO \u76f8\u5173\u89c4\u5219\uff0c\u5e76\u4e14\u5b9e\u8d28\u4e0a\u4fb5\u5bb3\u4e86\u201c\u4e2d\u56fd\u4f01\u4e1a\u5728\u591a\u8fb9\u8d38\u6613\u4f53\u7cfb\u4e0b\u5e94\u4eab\u6709\u7684\u6743\u5229\u201d\u3002<\/p>\n<p style=\"text-align: justify;\">\u4ee3\u8868\u56e2\u8fd8\u63d0\u8bf7\u4e89\u7aef\u89e3\u51b3\u673a\u6784\u6ce8\u610f\uff0c\u867d\u7136\u7b2c727\u6761\u6b3e\u5df2\u7ecf\u8fc7\u671f\uff0c \u201c\u4f46\u5176\u4e2d\u67d0\u4e9b\u6709\u5173\u7f8e\u56fd\u56fd\u4f1a\u5e74\u5ea6\u62e8\u6b3e\u7684\u89c4\u5b9a\u53ef\u80fd\u4ecd\u7136\u4f1a\u5bf9\u4e2d\u56fd\u672a\u6765\u8fdb\u5165\u7f8e\u56fd\u79bd\u4ea7\u54c1\u5e02\u573a\u4ea7\u751f\u4e0d\u5229\u5f71\u54cd\u201d\u3002<\/p>\n<p style=\"text-align: justify;\">\u4e2d\u56fd\u4ee3\u8868\u56e2\u8865\u5145\u8bf4:\u201c\u4e2d\u56fd\u5e0c\u671b\u7f8e\u56fd\u80fd\u591f\u91c7\u53d6\u79ef\u6781\u63aa\u65bd\u6d88\u9664\u9488\u5bf9\u4e2d\u56fd\u79bd\u4ea7\u54c1\u7684\u6b67\u89c6\u6027\u63aa\u65bd\uff0c\u5bf9\u4ea7\u81ea\u4e2d\u56fd\u7684\u79bd\u4ea7\u54c1\u8fdb\u884c\u516c\u5e73\u7684\u8fdb\u53e3\u8bc4\u4f30\u548c\u68c0\u9a8c\uff0c\u4f7f\u4e2d\u7f8e\u79bd\u4ea7\u54c1\u8d38\u6613\u6062\u590d\u6b63\u5e38\u3002\u201d<\/p>\n<p style=\"text-align: justify;\">\u7f8e\u56fd\u4ee3\u8868\u56e2\u5728\u540c\u4e00\u573a\u5408\u8868\u793a\uff0c\u5176\u5bf9\u4e89\u7aef\u89e3\u51b3\u673a\u6784\u4e13\u5bb6\u5c0f\u7ec4\u7684\u8c03\u67e5\u7ed3\u679c\u8868\u793a\u5931\u671b\u3002\u4f46\u662f\uff0c\u4ed6\u4eec\u8865\u5145\u8bf4: \u201c\u672c\u6848\u4e89\u8bae\u6d89\u53ca\u7684\u6cd5\u6848 2009 \u5e74\u5df2\u7ecf\u8fc7\u671f\u5931\u6548\uff0c\u7f8e\u56fd\u8ba4\u4e3a\u76f8\u5173\u89c4\u5b9a\u4e8b\u5b9e\u4e0a\u5df2\u7ecf\u64a4\u9500\u201d \uff0c\u56e0\u6b64 \u201c(\u4e2d\u7f8e\u5173\u4e8e\u79bd\u4ea7\u54c1\u7684)\u4e89\u8bae\u76f8\u5f53\u4e8e\u5df2\u7ecf\u5f97\u5230\u89e3\u51b3\u3002\u201d<\/p>\n<p style=\"text-align: justify;\">9 \u6708\u5e95\uff0c\u4e16\u8d38\u7ec4\u7ec7\u5728\u4e13\u5bb6\u5c0f\u7ec4\u53d1\u5e03\u5173\u4e8e\u6b64\u6848\u7684\u62a5\u544a\u540e\u505a\u51fa\u6b64\u9879\u88c1\u51b3\u3002\u7f8e\u56fd\u5bf9\u6b64\u88c1\u51b3\u8868\u793a\u63a5\u53d7\uff0c\u6ca1\u6709\u4e0a\u8bc9\u3002<\/p>\n<p style=\"text-align: justify;\">\u4e2d\u7f8e\u4e24\u56fd\u4e4b\u524d\u4e5f\u53d1\u751f\u8fc7\u79bd\u4ea7\u54c1\u4e89\u7aef\u30022004\u5e74\uff0c\u4e24\u56fd\u56e0\u79bd\u6d41\u611f\u7684\u7206\u53d1\u800c\u505c\u6b62\u4ece\u5bf9\u65b9\u8fdb\u53e3\u79bd\u4ea7\u54c1\u3002H1N1\u732a\u6d41\u611f\u8b66\u62a5\u89e3\u9664\u540e\uff0c\u4e2d\u56fd\u53d6\u6d88\u5bf9\u7f8e\u56fd\u79bd\u4ea7\u54c1\u8fdb\u53e3\u7684\u7981\u4ee4\u3002<\/p>\n<p style=\"text-align: justify;\">\u4eca\u5e74\u65e9\u4e9b\u65f6\u5019\uff0c\u4ee5\u7f8e\u56fd\u5bf9\u9e21\u9972\u6599 (\u5982\u7389\u7c73\u548c\u5927\u8c46) \u7684\u8865\u8d34\u8d4b\u4e88\u7f8e\u56fd\u9e21\u8089\u751f\u4ea7\u4f01\u4e1a\u4e0d\u6b63\u5f53\u7ade\u4e89\u4f18\u52bf\u4e3a\u7531\uff0c\u4e2d\u56fd\u5bf9\u8fdb\u53e3\u81ea\u7f8e\u56fd\u7684\u9e21\u8089\u6309\u7167\u65b0\u7a0e\u7387\u5f81\u6536\u5173\u7a0e\u3002\u5728\u6b64\u4e4b\u524d\uff0c\u4e2d\u56fd\u66fe\u5bf9\u7f8e\u56fd\u9e21\u8089\u4ea7\u54c1\u5f81\u6536\u6700\u9ad8\u8fbe
