Loeb & Loeb has hired Phoebe Yan as a partner in its Beijing and Hong Kong offices to strengthen its investigations and regulatory practices across Greater China.
Yan is admitted to practise in China and in the state of New York. Her expertise spans life sciences, white-collar crime and internal investigations, trade law and export control, data privacy and cybersecurity, as well as dispute resolution.
Before joining Loeb & Loeb, Yan worked as a litigation partner at Paul Hastings’ Shanghai office for four years, where she led the firm’s Asia-Pacific life sciences team. Prior to that, she practised for nearly eight years at Hogan Lovells’ Shanghai office, where she was promoted to counsel. Earlier in her career, she was based in Beijing, serving as a consultant at the World Bank and later practising for two years at JunHe.
Yan has extensive experience in risk control and management. She has conducted internal investigations into bribery and corruption for Chinese companies, handled trade law and export control matters, and advised on Committee on Foreign Investment in the US (CFIUS) and reverse CFIUS reviews as well as tariff-related issues for Chinese companies listed or seeking to list overseas.
She is a Certified Information Privacy Professional for the US sector (CIPP/US), a Certified Information Security Professional for Personal Information Protection (CISP-PIP), and an EXIN-certified data protection officer.
Yan has received recognition in China Business Law Journal’s A-List: Growth Drivers for 2025-2026 and A-List: Rising Stars for 2024-2025.
