Shanghai seeks top foreign talents with new residence and visa rules

Shanghai has issued new policies to attract and retain talented foreign workers – with some restrictions – in hopes of strengthening its capacity for science and innovation.

Effective 1 July, the policies relax eligibility criteria for foreign nationals to obtain permanent residence status and introduce simplified visa application procedures. They carry possible implications for multinational employers and their foreign employees in Shanghai.
